Most internet providers are blocking port 80, unless you have a static IP through them. If you do not, then you will most likely have to change the web server port that your device is using. Port 81 will do. You can change this on the StarDot device by logging into the configuration section and clicking on the network tab. Once the web server port has been changed, you will need to append the port number the the IP address:

http://<ip-address>:81

This will apply to both LAN and WAN ip address. If you're using StarDot tools, it does not know that the port has been changed so you will still need to manually add the :81.  Once the port has been changed on the StarDot device, be sure to adjust your port forwarding settings on your router.

If you're still unable to access your camera, you will need to make sure that you are using the correct IP address. If your internet service provider is using dynamic IP assigment, it may have changed. To avoid this in the future, you can use a DDNS service such as TZO

If you're still unable to connect to the camera, ensure that the network that you are on is not firewalling (blocking) the connection.
